Two major historic-preservation projects were decided. The board approved the site plan and historic-preservation special permit for 29 Water St after extended discussion of waivers (parking and affordable-unit percentage), the draft decision's conditions, and the staff-recommended payment-in-lieu approach (staff outlined a method using ~4.5% of fair market value with credits for small projects; an example calculation was discussed). The board also approved the 9 & 9R Oakland St site plan and historic-preservation special permit, but amended the decision to cap the applicant's financial responsibility for any off-site mitigation resulting from a post-occupancy parking utilization study at $10,000 — a negotiated compromise after concerns from the applicant about an open-ended mitigation obligation and input from public safety. Other notable items: Rocky Hill development returned with design revisions that reduced impacts to regulated wetlands and clarified trail plans but was continued for further peer-review coordination; the accessory dwelling unit proposal at 3 Old Merrill St was continued to allow submission of architectural elevations; and a modification/occupancy timing issue for 201 Elm St (a historic renovation and associated lots) was discussed but left unresolved, with board members expressing reluctance to permit sales or occupancy before required historic-restriction and stormwater verifications are recorded. Public comments and board discussion emphasized concerns about sign placement/right-of-way and thrift shop hours for Main Street Congregational Church, late delivery of decision packets (several members requested earlier distribution), the need for clear policy on payment-in-lieu calculations, and parking management concerns for downtown projects (including a police memo prompting the post-occupancy parking verification requirement).
