Planning Board approved a definitive subdivision for 14 Maple St., endorsed the covenant and final plans for 29 Water St., and approved an ANR for 135–145 Main St. The board heard a Sunrise Bagels pre-application for 46 Elm St. and discussed progress on the large Rocky Hill development (continued for further review).
The Planning Board meeting covered a mix of small approvals, project endorsements, a major development update, and a retail pre-application. The board approved a carved wooden sign for The Fruitful Fig at 57 Main Street and endorsed an Approval-Not-Required (ANR) plan to subdivide 135–145 Main Street (Main Street Congregational Church). The board also approved a definitive subdivision for 14 Maple Street, attaching conditions that incorporate prior site plan and historic-preservation special permit terms, require covenants on transfers and building permits, and require board approval for future changes to building design or site amenities.
On larger projects, the board received an extensive update on the Rocky Hill development (Elm Street), noting resolution of many engineering peer-review items and that the Conservation Commission order of conditions is expected in early September; the board continued the Rocky Hill site-plan and definitive-subdivision hearings for further review. A Sunrise Bagels pre-application for 46 Elm Street was well received: the applicant described a tenant-improvement change of use in an existing building and requested several waivers; board members were generally supportive and provided feedback on parking circulation and building/landscaping details. Public comment included a request from the Coastal Trails Coalition to widen a short section of sidewalk on Elm Street to improve a key trail connection; the developer noted a development agreement contribution ($3,000/unit) to be used toward transportation and related improvements, and staff noted larger MassWorks and MassDOT efforts nearby. Administrative actions included endorsement of final mylars and a covenant for 29 Water Street (waiving a separate erosion-control bond because of a city license agreement), and establishment of a $4,220 cash erosion-control surety for 102R Kimball Road.
