What is proposed
A Special Permit application under the Water Resource Protection District requests permission to raze an existing single‑family dwelling at 4 Lake Attitash Road and replace it with a new single‑family home of essentially the same size. The existing house (1,081 sq ft) would be removed and replaced by a 30 ft × 36 ft (1,080 sq ft) dwelling; the proposal reduces the site’s impervious area by about 140 sq ft (a 13.1% decrease).
Where and how big
The property is identified as Map 71, Lot 72 and measures approximately 5,893 sq ft. Site plans show the new building footprint shifted on the lot to increase setbacks from the bordering vegetated wetlands (BVW) and Lake Attitash. The plans also note the site lies partly within FEMA Zone AE (100‑year elevation indicated as 97.3 ft).
Stormwater, erosion control and construction access
The submission includes a detailed drainage report (WGH Land Survey & Design, July 2026) with pre‑ and post‑development HydroCAD analyses. Post‑construction measures include a porous‑paver driveway (432 sq ft) and two roof‑runoff infiltration trenches (each 38 ft × 2 ft × 1.5 ft; total excavation 228 cu ft). Using an assumed 40% void ratio, the report calculates about 91.2 cu ft of usable storage to meet the listed volume requirement. The construction plan shows erosion‑control measures (straw wattles/silt barriers, 185 linear feet indicated) and a labeled construction access/sequence for raze‑and‑rebuild work.
Other permits and status
The application form (filed July 17, 2026) lists related approvals and permits associated with the project: Conservation Commission Notice of Intent / Order of Conditions, a DPW curb‑cut permit, and a local building permit. The Special Permit and the accompanying drainage report were submitted to the Amesbury Planning Board in support of the Water Resource Protection District review.
