Conservation Commission Meeting
Conservation Commission continued multiple Notices of Intent including Elm Street and Lake Attitash properties, approved an RDA for 29 Water Street with conditions, issued an OOC for 30 Lake Attitash Road and COCs for 58 Lake Attitash Road and a partial COC for 2 Merrimac Street, selected Stantec for stormwater peer review of the 28 Haverhill Road proposal, and approved an amendment to the Lions Mouth Road Enforcement Order.
The Conservation Commission reviewed multiple active filings and enforcement matters focused on shoreline and riverfront properties. Major items included continued hearings for the multi‑lot Elm Street development (NOI 002-1362) and Lake Attitash properties (NOI 002-1360 and NOI 002-1364). The Commission approved an RDA for the adaptive reuse of the brick mill at 29 Water Street with conditions for erosion controls, pre‑construction meeting, and restoration; Commissioners discussed park access and temporary construction easements. Members also selected Stantec to perform a comprehensive stormwater peer review for the large multi‑unit proposal at 28 Haverhill Road (NOI 002-1365) after comparing peer review proposals.
The Commission issued an Order of Conditions for 30 Lake Attitash Road (NOI 002-1366) with required BMPs and invasive knotweed management, granted a full Certificate of Compliance for 58 Lake Attitash Road (RCOC 002-1213), and a Partial COC for 2 Merrimac Street (RCOC 002-1271) conditioned on successful plant establishment for one more growing season. The Commission approved an amendment to the Lions Mouth Road Enforcement Order to add erosion controls adjacent to culverts and set monitoring arrangements for removal of millings. Public comments included a nearby abutter raising concerns about access routes and erosion control placement, and a commenter thanking the applicant for mitigation work; staff and applicants provided technical clarifications on stormwater treatment, wetland classifications, and construction access. Several hearings were continued to the July 6, 2026 meeting for follow‑up information and peer review results.
