Planning Board directed staff to draft a decision for the 12 Oak St ADU after a late building-code issue, requested staff begin drafting an order of conditions for the Rocky Hill development, approved a minor driveway/paving modification at 7 Birch Ln, approved a minor amendment for 102 Kimball Rd (house rotation, pervious driveway), and authorized release of covenants for Units 101B and 101C at 101 Market St.
The Planning Board reviewed multiple development applications and modification requests, and took several substantive actions. The board handled scheduling for multiple applications (continuances), directed staff to prepare a draft decision for the 12 Oak Street ADU application to address a recently-identified building-code proximity/fire-separation issue, and asked staff to begin drafting an order of conditions for the large Rocky Hill development so the decision can be iterated and coordinated with conservation conditions. Applicants for 12 Oak will consult the building inspector about required fireproofing or window removal and return with final elevations.
The board approved several site-specific modifications: it treated the 7 Birch Lane driveway paving as a minor modification (Conservation Commission issued a negative determination) and approved the applicant’s request; it approved a minor amendment for 102 Kimball Road to rotate the house and shorten the driveway while retaining the previously approved stormwater solution and using pervious pavers (subject to Design Review Committee recommendations) — the vote was 5–0 with one abstention. The board also authorized release of covenants and occupancy for Units 101B and 101C at 101 Market Street while retaining an erosion-control bond until outstanding conservation/growing-season items are resolved. Applicants spoke to the board about their changes and next steps; no substantive opposing public comments were recorded.
