The commission approved the Notice of Intent for 27.5-9 Clarks Road with special conditions addressing stormwater and construction monitoring, authorized peer reviews for 27 Kimball Road (Weston & Sampson) and 28 Haverhill Road, issued a Certificate of Compliance for 4 Pleasant Valley Road, and approved a minor modification for 0 and 14 Mill Road.
The Conservation Commission reviewed multiple ongoing permit matters and peer review selections. Members continued technical review on the TAP transmission line NOI and set peer review work for other wetland delineation filings. The commission selected Weston & Sampson to perform the peer review for ANRAD 002-1361 (27 Kimball Road) after discussing fixed‑price versus time‑and‑materials proposals. They also voted to obtain a peer review for ANRAD 002-1358 (28 Haverhill Road) following DEP comments about floodplain calculations.
The commission approved NOI 002-1359 (27.5-9 Clarks Road) with special conditions addressing stormwater compliance with the WPA, construction sequencing and boardwalk plans, biodegradable erosion controls, construction monitoring, inclusion of Planning Board conditions, and SWPPP reports; that vote was close (3-2). Public commenters raised questions about an environmental impact report and permanent open space protections for the Clarks Road project. Neighbors also raised concerns about culverts and potential flooding in relation to NOI 002-1360 (29 Lake Attitash Road); that application was continued for additional stormwater review. The commission issued a Certificate of Compliance for RCOC 002-1347 (4 Pleasant Valley Road) despite a small as-built deviation and approved a minor modification to the stormwater design at 0 and 14 Mill Road. Several hearings were continued or tabled pending additional documentation (peer review reports, DEP numbers, or seasonal fieldwork).
