Planning Board approved an ADU special permit for 35A Pleasant Valley Rd, an ANR for 228 Elm St, and sign permits for Munters (14 S Hunt Rd) and the Quinn House (53 Friend St); the Board gave a positive recommendation on City Council Bill 2024-133 to surplus Ordway and Orlando-Bailey properties conditioned on historic preservation review and library-directed proceeds, appointed Joel Nice as the Planning Board representative to the Community Preservation Committee, and accepted a Marina erosion-control bond.
The Planning Board meeting covered a mix of site-specific approvals, a City Council referral, and substantive policy discussion. The Board approved sign permits for Munters at 14 S Hunt Rd and for the Quinn House at 53 Friend St; approved an ANR plan for 228 Elm St; and granted a special permit to convert an existing structure into an accessory dwelling unit at 35A Pleasant Valley Road. The Board also accepted an erosion-control bond for the Marina project in the amount of $18,810.50 and appointed Joel Nice as the Planning Board representative to the newly created Community Preservation Committee.
Members spent significant time on the City Council referral (Bill 2024-133) and on ongoing review of a proposed expansion of the Renewable Energy Development Overlay District (Bill 2024-096). The Board voted to give a positive recommendation on Bill 2024-133 with the explicit conditions that redevelopment proceed under a historic preservation special permit and that sale proceeds benefit the library. On the REDD/zoning amendment, members and staff discussed stormwater, buffers, erosion control, tree clearing/replacement, visual screening, decommissioning, and the developer's interconnection agreement; several abutters and watershed stakeholders voiced concerns about proximity, groundwater impacts, and protections near Lake Attitash. The Board continued the REDD discussion and requested member feedback on draft performance standards before the next meeting.
