City Council Standing Committee of the Whole Meeting

The Standing Committee of the Whole reviewed the Citys Housing Production Plan 20242029 (2026-086) presented by Ian Burns and Kayla Rennie of the Merrimack Valley Planning Commission and considered a package of fiscal and program orders for referral to the full City Council. After the presentation and brief discussion, the committee voted unanimously (5-0) to return the Housing Production Plan resolution to the full City Council with a positive recommendation and recommended that the full Council refer the plan to the Planning Board and the Amesbury Housing Trust.
The Committee also voted unanimously (7-0) to return a series of mayoral orders to the full City Council with positive recommendations: an appropriation of $513,316.36 from Free Cash for FY2027 capital expenditures (2026-092); establishment of FY27 spending limits for departmental revolving funds (2026-093); FY2027 Community Preservation Act revenue reservations by category (2026-094); acceptance and expenditure of SAFE and Senior SAFE fire-education grants (2026-095); acceptance and expenditure of a $15,000 ARSL grant for library ADA ramp replacement (2026-096); transfer of $22,881.86 from the Greenleaf Supportive Day Revolving Fund to the Council on Aging Revolving Fund (2026-097); and an emergency $55,000 appropriation from Sewer Retained Earnings to fund wastewater treatment plant repairs (2026-098).
