City Council

The City Council is the legislative body of the City of Amesbury. Councilors are elected every two years by the residents of Amesbury. The council is made up of three at-large councilors that represent the entire city, and six district councilors that represent each of the six districts of the city. The City Council serves as a link between the residents of Amesbury and their municipal government. Councilors help constituents by connecting them to resources, services, and City departments. They serve as advocates for all residents of Amesbury.

Council will consider a Mayoral appointment of election workers and review several Second Reading orders including a $1.6M borrowing for two fire pumpers, appropriations/transfers for water sick leave and public health salary, and declaration of surplus municipal vehicles/equipment. The Mayor will provide an update on Whittier RAAC, and the Council will receive the warrant for the September 1, 2026 State Primary Election.

Committee reviewed and recommended forwarding Bill 2026-117 (authorize borrowing $1,600,000 to purchase two fire pumpers) to the full City Council; members also recommended forwarding Bill 2026-118 (transfer $48,000 from Water retained earnings to Water sick-leave buyback), Bill 2026-119 (transfer $15,000 to partially fund a public health nurse), and Bill 2026-120 (declare several municipal vehicles and equipment surplus).

Council approved appointment 2026-116 (Mark Baggeroer to the Design Review Committee), accepted a drainage easement at 11 East Greenwood (2026-106), granted a utility easement at 10 Water Street (2026-107), and adopted amendments to the Solid Waste ordinance with a fee schedule (2026-109). Several budget and transfer orders — including a $1.6M borrowing for two fire pumpers (2026-117) and transfers related to Water and Public Health (2026-118, 2026-119) — were referred to the Committee of the Whole for further review.

City Council Meeting
Council approved the Housing Production Plan 2024-2029 (2026-086), authorized a $1,199,660 Seaport Economic Council grant amendment for the Washington Landing Boat Launch restoration (2026-103), and established a Solid Waste Enterprise Fund (2026-108). The council also approved revised FY26 inter-departmental transfers (2026-110) and granted storage-permit change-of-ownership approvals for 241-243 Main St (2026-112) and 132 Elm St (2026-113).

City Council Standing Committee of the Whole Meeting
Committee forwarded a $1,199,660 amendment to a Massachusetts Seaport Economic Council grant for the Washington Landing Boat Launch restoration (2026-103), advanced an inter-departmental transfers order (2026-110 Second Revision totaling $836,357), and recommended establishing a Solid Waste Enterprise Fund (2026-108) alongside amendments and a fee schedule to Chapter 392 Solid Waste (2026-109). The committee also recommended acceptance of a $10,000 FY26 earmark for Amesbury High School soft-shell helmet covers (2026-102).

The Council approved transfers of flammable/combustible storage permits at 60 Haverhill Rd (2026-100) and 23 Rocky Hill Rd (2026-101), referred a package of bills including creation of a Solid Waste Enterprise Fund (2026-108) and amendments to the Solid Waste ordinance (2026-109) to committee, and approved a resolution recognizing June as LGBTQ+ Pride Month (2026-111).
