City Council Standing Committee of the Whole Meeting

The Standing Committee of the Whole met to consider personnel, licensing, grant, accounts, and traffic-calming matters. A citizen raised concerns about municipal spending, taxes, and user fees; councilors also discussed school capacity in relation to the Shay School. The committee spent substantial time on the proposed City Clerk Salary Ordinance (2026-128), hearing from sponsors, the City Clerk, and the Mayor’s chief of staff; the sponsors and several councilors voiced support for establishing a formal evaluation process for the clerk, but KP Law raised concerns about framing the matter as an ordinance and about specifying a dollar figure. The committee returned several items to the full City Council with recommendations. It unanimously recommended 2026-129 (accepting the provisions of M.G.L. c.140 §139C) which creates a senior dog-license exemption while retaining licensing requirements; members discussed implementation details and online payment language. The committee also unanimously recommended 2026-130 (a $25,000 FY27 Field Demonstration Project grant) pending clarification that Council on Aging programs will not be interrupted during equipment replacements. A revised prior-year invoice order was discussed and questions were raised about specific invoices and DPW meter purchases; staff agreed to follow up on a Conservation Commission invoice. Finally, the committee recommended 2026-133 (a $30,000 appropriation from the Smart Growth Stabilization Fund for temporary traffic-calming measures, proposed as a District 1 pilot) to the full Council by a 5-2 vote after rejecting an amendment that would have delayed action pending detailed location information.
