The Technical Review Committee met to review several development and permitting items. The committee conditionally approved an outdoor dining application for Phoenix Café at 19 Main St (approval pending sign-off from the Fire Chief), approved the Construction Management and Mitigation Plan (CMMP) for 80 Haverhill Rd, and recommended approval of the updated site plan and Historic Preservation Special Permit for 2-4 Elmwood St after reviewing design changes including a two‑car garage and a new single‑family home replacing a previously proposed ADU.
The meeting included an extended preapplication discussion for a significant project at 2-6 Meadowbrook Landing Drive: a proposed cluster subdivision on a roughly 150‑acre parcel with a preliminary yield plan for about 47 lots, clustered to the west of an existing airstrip and avoiding isolated wetlands. Staff and applicants discussed public versus private ownership of open space, the need for waivers (road length, secondary egress, roadway and right-of-way widths, and one‑sided sidewalks), utility trenching across previously disturbed trails, easement needs for water and sewer, potential wetland delineation/ANRAD, and concerns about public parking and drinking water protection buffers. The Fire Department, DPW, Planning, and other staff had been consulted and the Committee asked the applicant to refine designs and provide additional cross sections and wetland flagging for future filings.
