Commission approved an OOC for utility work on South Hunt Road (NOI 002-1329), authorized a stormwater peer review for the proposed marina redevelopment at 2 & 13 Merrimac St (NOI 002-1330), approved NOI 002-1328 for 72 Elm St with special conditions on snow storage and deicing, issued COCs for 3 Erin Rd and 66 Clinton St, and granted multiple 2-year OOC extensions for properties on South Hampton and Kimball Road.
The Conservation Commission reviewed multiple permit actions and project updates at its April 1, 2024 meeting. Commissioners approved an Order of Conditions for utility work along South Hunt Road (NOI 002-1329) involving pole placements and cable/feeder installations; they also authorized a stormwater peer review for the proposed marina redevelopment at 2 and 13 Merrimac Street (NOI 002-1330) and continued the public hearing on that redevelopment. The Commission issued Certificates of Compliance for 3 Erin Road (002-1306) and 66 Clinton Street (002-0968), approved repaving and stormwater improvements at 72 Elm Street (002-1328) with special conditions addressing snow storage and perpetual restrictions on salt/chemical deicing near the river, and approved a reallocation of fines to the general funds account.
Several OOC extension requests were acted on: a two-year extension was approved for 98F South Hampton Road (002-1089) and two-year extensions were granted for Lot 5 (002-1182) and Lot 7 (002-1183) at 47.5-57 Kimball Road, with Commissioner Jones recusing/abstaining on the Kimball items. Staff and applicants discussed outstanding submittal requirements for the continued NOI at 7 Old Merrill (site delineations, stamped engineered plans, floodplain elevations) and scheduled a site visit; public commenters raised concerns about parking, snow storage and site stability related to the Merrimac Street proposals, and these issues — along with stormwater mitigation, erosion controls and proposed landscaping — were discussed by the Commission and applicants.
