Planning Board approved signage revisions for Low and Slow at 11 Elm St and approved the site plan and exterior improvements for a bagel bakery at 46 Elm St with conditions requiring field verification of parking and public safety sign-off. The board continued the Rocky Hill development (site plan and definitive subdivision) to a special meeting on October 5, 2026.
The Planning Board met on September 28, 2026 and handled several project reviews and scheduling items. The board approved exterior signage for Low and Slow Southern Kitchen & Tap at 11 Elm Street as revised by the Design Review Committee (removing an informational line and modifying the hanging sign shape). Chair and one member recused from the sign discussion; the DRC’s recommended changes were accepted and the approval passed 4–0.
A public hearing and site plan review for 46 Elm Street (a change of use to a bagel bakery) received a staff and TRC presentation and was approved with conditions. The board discussed parking layout and dimensions, EV-ready conduit considerations under building code, handicap access to the proposed seasonal front patio, trash/dumpster location, and the need for clear on-site circulation. The board added a condition requiring field verification of parking stall dimensions and driveway widths and a sign-off from public safety prior to issuance of certificate of occupancy; the site plan approval passed 6–0. The board also voted to continue two applications: 28 Haverhill Road to the October 14 meeting and the large Rocky Hill subdivision matters (site plan and definitive subdivision) to a special meeting on October 5, 2026. There were no public commenters present for the 46 Elm Street hearing.
