City Council Meeting

The City Council meeting focused primarily on fiscal and ordinance actions. The Council approved a series of budget and transfer orders to support FY26 operations, including 2025-104 (an appropriation from Stabilization and Ambulance Receipts to balance the FY26 budget), 2025-105 (transfers into Assessors Other Expenses), and 2025-107 (transfer to Building Inspections consulting). The Council also authorized acceptance and expenditure of two public-safety grants: a $20,000 Edward J. Byrne Memorial Justice Assistance Grant (2025-108) and a $34,967 FY26 Municipal Road Safety Grant (2025-109). Several items relating to prior-year invoices were reconsidered and amended on the record, but payments of invoices are recorded in the official minutes and are not included as substantive council actions here.

A number of ordinance actions were the other central matters. The Council adopted 2025-110, creating Chapter 230 (Buildings, Permitting of) and a schedule of permitting fees after accepting a redline and amending plumbing/gas fee lines to +$14 per $1,000; the redline acceptance passed 5-1 and the final ordinance passed unanimously. The Council also accepted redline changes and approved 2025-111 amending the City Clerk fee schedule. Consideration of 2025-112 (solid waste ordinance additions concerning dumpsters) included discussion with Police Chief Bailey about enforcement and noise ordinances; the Council released the Budget & Finance Committee from review so Ordinance & Administration recommendations could be considered, but a motion was made to object and move the vote to the next meeting. Finally, the Council approved 2025-113 updating the parking schedule to reflect permit/restricted statuses and adding penalties and fees for permit violations.
