Public hearings were held for National Grid’s substation rebuild/expansion at 9 Alenclair Drive and the large Rocky Hill mixed‑residential development (north neighborhood ~296 apartments; south ~84 condos); both matters were discussed in detail and continued to the October 27, 2025 meeting. The board approved a revised sign application for Needham Bank at 1 Haverhill Rd.
The Planning Board meeting focused on two substantial public hearings and several administrative project-closeout actions. First, National Grid presented a rebuild and expansion of the substation at 9 Alenclair Drive (increase in fenced area and new 28' x 55' metal‑clad switchgear enclosure, new transformers, additional driveway, and 8' security fencing). Board members and neighbors raised concerns about tree removal, visual and noise impacts during construction, fence appearance and placement, driveway locations, and landscaping longevity; the applicant agreed to revise landscaping and fencing details, consider shifting limits of work to preserve trees, mark the site for a Board site walk, and submit revised drawings two weeks prior to the October 27, 2025 meeting. The hearing was continued to that date to allow for additional review and updated materials.
Second, the Rocky Hill development team presented a refined plan for a large mixed‑residential development with roughly 380 units (approximately 296 apartments in the north neighborhood and 84 for‑sale condos in the south), internal boulevard and street hierarchy, amenities (clubhouse, pool, field house), rear/garage parking, trail connections, and offsite Route 110 corridor and intersection improvements. The applicant described traffic studies, proposed corridor safety and capacity improvements (including potential state grant‑funded work on the 95 interchange and Route 110), pedestrian/bike connections to local trails, and a traffic monitoring program; members and residents expressed concern about traffic impacts on Elm St., Clarks Rd., and nearby intersections (including Starbucks and Main St. area impacts). The Board heard extensive discussion with staff and consultants on traffic mitigation, sightlines, and trail connections and continued the Rocky Hill hearing to October 27, 2025 for further review.
In administrative business the Board approved a revised sign for Needham Bank at 1 Haverhill Rd. and voted to release development closeout funds: the remaining review fees for Hatter’s Point ($2,842.94 plus any interest) and the surety erosion control bond for Bailey’s Pond ($122,401.25), with the cash bond balance retained per staff recommendation. Public commenters at the Alenclair hearing repeatedly requested a site walk, stronger and larger plantings, phased tree removal, clearer lighting and maintenance commitments, and consideration of alternate siting; the Board emphasized that site plan review is focused on the proposal at this location and directed applicants to provide revised, to‑scale renderings and additional documentation for the next meeting.
