Technical Review Committee
TRC reviewed three development projects: a Historic Preservation Special Permit and subdivision with a new single‑family home at 38-40 Prospect St.; a large mixed‑use conversion and six‑story addition for 124 apartment units at 1-9 Oakland St.; and a residential conversion of the Fuller Building at 45 Main St. Each application received a favorable recommendation from TRC subject to departmental conditions and further reviews (DPW, Fire, Design Review, Historical Commission).
The Technical Review Committee held a preliminary (informal) preapplication review of three development projects. At 38-40 Prospect St., the applicant proposed subdividing the lot to build a new single‑family home while restoring two existing two‑family buildings; TRC members emphasized confirming addresses with public safety, addressing drainage and driveway runoff (porous pavers), clarifying sewer/water connections with DPW, showing snow storage and solid waste management, locating HVAC equipment, and bringing existing structures up to current fire code. The committee voted unanimously to send a favorable recommendation with those conditions and recommended Design Review Committee input for elevations and site design.
At 1-9 Oakland St., the committee reviewed a substantial mill conversion to 124 apartments with a six‑story rear addition and three levels of garage parking. Discussions focused on replacing water and fire services (including flow testing), stormwater management and possible purple-roof or infiltration strategies, sidewalk replacement and easements, sewer relocation, internal garage ventilation, fire and police access, parking assignment, and ways to activate commercial and artist live/work spaces. TRC unanimously sent a favorable recommendation with numerous conditions including coordination with DPW, Design Review, Historical Commission, and OCED on offsite intersection issues. For 45 Main St. (the Fuller Building), the committee reviewed a plan to add residential units above existing retail: Fire recommended a third‑party review and full sprinklering, and members requested window/door details, a written narrative of improvements, coordination on parking (off‑site options), and review by Design Review and the Historical Commission. The TRC voted unanimously to forward a favorable recommendation with those conditions.
