Conservation Commission

The Conservation Commission reviewed multiple permit matters involving local properties and a state roadway maintenance project. For 58 Pleasant Valley Road (NOI 002-1340) the Commission accepted a revised invasive species and planting plan per NHESP guidance, approved waivers for work within the 25-foot no-disturb and buffer zones, and issued an Order of Conditions with special conditions including bank restoration timing, permanent marking of the vegetated buffer, and two-year monitoring of plantings. An abutter inquiry confirmed that proposed mitigation plantings would not impact an existing ROW easement.

The Commission also issued an ORAD for the wetland delineation at 118 Pleasant Valley Road (ANRAD 002-1341) after receipt of revised plans showing MHW and required offsets, and later issued a Certificate of Compliance (COC 002-1235) for prior septic work at the same address while noting a minor leach-field variation and that driveway paving will be addressed with a future NOI. MassDOT’s NOI 002-1342 for maintenance of the I-495 northbound drainage trench was approved; the project involves mechanical excavation within the state highway layout with erosion controls and on-site restoration. Finally, the Commission voted not to exercise its Chapter 61A right of first refusal on the 10-acre parcel at 22 Woodman Road. Public comments included an abutter’s question about ROW impacts at Pleasant Valley and discussion with the 118 Pleasant Valley owner about historic driveway paving and hazard tree removal.
