Conservation Commission Meeting
Commission approved the resource area delineation for multiple Elm Street parcels (ANRAD 002-1327), issued a Negative Determination for a proposed ADA-accessible bridge at 193R Lions Mouth Rd to connect the elementary school to Woodsom Farm, and approved NOI 002-1326 for 355 Main St including riverfront restoration and special conditions.
The Conservation Commission met virtually on March 4, 2024, and considered several permit and resource-delineation matters. The Commission approved the resource area delineation (ANRAD 002-1327) for properties at 265R, 277R, 281, 287 and 287.5 Elm Street after review of revised mean high water and inland bank flagging and confirmation from a peer review that no BLSF or ILSF exist on site. The Commission also voted to waive the local ordinance refiling fee for that ANRAD.
The Commission issued a Negative Determination for RDA 193R Lions Mouth Road for the construction of a universally accessible bridge and ADA-compliant trail connecting Shay Memorial Lower Elementary School to adjacent fields at Woodsom Farm; presenters noted the project is grant-dependent and that local/state wetlands approvals would support the funding application. The Commission reopened and reheard NOI 002-1326 for 355 Main Street (previous approval reopened due to an abutter-notification error), and approved the NOI including previously issued Special Conditions; updated plans include riverfront restoration with a planting plan, a rear deck expansion on helical piles, and a replacement shed at the former carport location. The meeting also addressed several administrative items, including rescheduling the September meeting to September 4, 2024.
