The Planning Board heard several development and permit matters. The Board approved two sign applications (Aqua Laboratories at 8 Industrial Way and Chloe’s Nail Salon at 43 Friend St), an ANR subdivision splitting upland buildable lots from associated mud flats for 39 Oakland St and 41 Oakland St to facilitate Boston Gas remediation, and the site plan review for a temporary electrical substation at 0 and 14 Mill St subject to nine staff conditions (including an added requirement that the applicant provide a written statement demonstrating no floodplain impact). The Board also incorporated an amended condition related to floodplain compensation and screening details for the temporary substation; the applicant agreed to the conditions. All recorded substantive votes were unanimous (7-0).
The Rocky Hill Development remained under review: the applicant presented revised landscape and southern neighborhood architecture materials, and the Board authorized VHB to perform traffic, stormwater, and civil peer review. Board members and the public raised traffic concerns tied to nearby projects (including possible impacts from a proposed Starbucks and downstream Clarks Road improvements) and requested coordination among peer reviews. For the 9 Oakland St redevelopment (a large adaptive-reuse project proposing ~124 units and associated parking and garage levels), the Board received a formal presentation of the design, circulation, parking strategy, and stormwater proposals, and directed staff to solicit peer-review quotes for civil and traffic review. Public comments emphasized traffic, stormwater/runoff, industrial compatibility, and potential displacement impacts to existing small businesses in the Oakland Street area.
