The Conservation Commission meeting focused on several wetland permit hearings and compliance actions. The commission continued two applications—NOI ACC-25-1 for 61 Lake Attitash Way and ANRAD 002-1350 for 131 Haverhill Road—to December 1, 2025. A major item was the decommissioning and deconstruction work at Substation 5 (NOI 002-1355, 0 and 14 Mill Street): after noting current erosion and DEP comments that some stormwater standards are not met, the commission waived a peer review, required an on-site environmental monitor, contingency and hazardous-materials plans, and a restoration plan returning the site to greenfield conditions; the NOI was approved with those special conditions and the public hearing closed. The commission also requested a peer review and continued the transmission-line maintenance/improvement NOI (NOI 002-1356 for Line 394 / B154-C155 King Street TAP ROW) so wetland delineation, BLSF/cut-and-fill, stormwater calculations, and erosion controls can be confirmed.
Other actions included approval of NOI 002-1357 (62 Lake Attitash Road) for patio repair and a small shed extension with erosion controls required, and issuance of Certificates of Compliance for seasonal dock work at 1 Pleasant Valley Road (RCOC 002-1345) and 121 Whitehall Road (RCOC 002-1352). Administrative discussion covered invoice payment, a proposed streamlined process for hazardous-tree removal (staff suggested an arborist letter/photo-driven review instead of routine emergency certifications), and concerns from a resident group about runoff related to a 40B filing at 27 Kimball Road; minutes for October 6 were tabled to the next meeting.
