Budget and Finance Subcommittee Meeting

The Budget & Finance Subcommittee reviewed and recommended positive action to the City Council on nine orders, primarily budgetary and land-protection matters. Key items included recommending authorization for the Mayor to enter lease-purchase agreements for new copiers; reserving Community Preservation Act funds for community housing, historic resources, and open space for FY2025 and FY2026 (with associated administrative funding and a forthcoming redline correction to the language); and renewing an intermunicipal animal control services agreement with the Town of Salisbury. The subcommittee also recommended funding a $449,940.23 Snow & Ice deficit from Free Cash and approving several appropriations from Sewer Retained Earnings and Real Estate Proceeds funds.

A substantive focus of the meeting was the proposed acquisition of 128 Kimball Road for water supply protection, passive recreation, and conservation. OCED staff presented the proposal and answered questions about potential environmental concerns (noting appraisals do not include contamination analysis) and outstanding support documentation. The subcommittee also recommended that the Mayor be authorized to accept and expend a $122,661 Drinking Water Supply Protection grant to offset acquisition costs. All substantive motions before the subcommittee were made by Councilor Frederique, seconded by Councilor Redfern, and passed unanimously (3-0).
