Technical Review Committee

The Technical Review Committee spent most of the meeting developing a framework for a new Outdoor Dining ordinance and reviewing close-out status for the Munters project at 14S Hunt Rd. On the outdoor dining topic members debated operational dates, parking impacts, and municipal costs; the group coalesced around several policy choices: a $100 application fee, a $2.50 per square foot fee for municipal area used (parking or sidewalk), a $25 fee per jersey barrier to cover use and DPW handling, and an application deadline of March 1. The committee agreed the ordinance should prohibit setups that block crosswalks, hydrants, or emergency access, include ADA compliance language, require abutter notice (but not written consent) with a visible sign for adjacent businesses, and reserve the City’s right to suspend or revoke permits (including for special events). Members noted the need to confirm parking supply data and DPW capacity for barriers as the ordinance is finalized; staff will draft the ordinance to be filed in roughly six weeks and notify the Chamber of Commerce.

On project business, the committee reviewed the status of 14S Hunt Rd. (Munters). Staff reported most site work is complete and the project team seeks a partial Certificate of Occupancy by late December or early January, but the committee will hold the performance bond until landscaping has survived two growing seasons. Outstanding technical items were identified that must be certified or submitted before final close-out: geotechnical sign-off for the retaining wall, stormwater basin volume calculations and peer review follow-up, sewer inspection/testing reports, and resolution of Conservation Commission monitoring notes on a basin. Other agenda items (80 Haverhill Rd., Meadowbrook, and several demolition referrals) were discussed in status terms; no final actions were recorded on those items.
