City Council Planning and Development Committee Meeting
Ordinance 2024-096 (expand the Renewable Energy Development Overlay District) was continued to Nov. 20; Ordinance 2024-099 (Cannabis Retail License Limits) was returned to the full City Council with a positive recommendation.
The Planning and Development Committee met to consider two zoning/ordinance matters. The committee deferred selection of a committee chair and tabled Ordinance 2024-096, which would expand the Renewable Energy Development Overlay District (REDD), noting the Planning Board has not yet issued a recommendation; the item was continued to the committee's next meeting on November 20, 2024. There were no public comments.
On Ordinance 2024-099 (Cannabis Retail License Limits), councilors reviewed supplemental materials and discussed policy intent. Councilor Hogg said the materials were hard to follow but argued for establishing an upper limit on cannabis retail licenses—drawing a parallel to liquor licensing—while Councilor Mandeville clarified that the state law's reference to two licenses is a minimum requirement, not a cap. The committee voted unanimously to return the ordinance to the full City Council with a positive recommendation.
