Conservation Commission
The Commission issued OOCs/COCs and approved permit modifications for several properties: OOC for 117 Whitehall Rd; COCs for 48 Fern Ave and 31 Newton Rd (and lifting the EO at 31 Newton); approved modifications for 386 Main St and OOC 002-1015 (Bailey’s Pond); and issued an emergency certification for 29 Pleasant Valley Rd.
The Conservation Commission met virtually on May 6, 2024, and addressed a series of permit actions, enforcement matters, and modification requests for local properties. The Commission issued Certificates of Compliance for 48 Fern Ave (RCOC 002-0953) and 31 Newton Rd (RCOC 002-1176) and lifted the Enforcement Order for 31 Newton Rd after confirming restoration was completed per the approved plan. The Commission also issued an Order of Conditions for NOI 002-1332 (117 Whitehall Rd) after a site visit concluded the proposed addition met state and local standards and did not affect jurisdictional resources.
The Commission approved a modification to the 386 Main St project (reconfiguration and modest size increase, moved further from the river) and approved a modification to OOC 002-1015 (Bailey’s Pond) to replace failing shady buffer plantings with shrubs and additional markers after determining a pollinator meadow was not feasible. An Emergency Certification was issued for 29 Pleasant Valley Rd to allow removal of hazardous trees based on an arborist report. The Commission also discussed other items, including that a wetland peer review was unnecessary for 2 and 13 Merrimac St (stormwater peer review is handled by the Planning Board) and noted an emergency repair under Lake Gardner at 79 High St. No public comments were recorded in the minutes.
