The City Council met in a special session where members handled appointments, licensing, committee organization, and referred several budget items to subcommittee. President Mandeville proposed and the Council approved creation of two Ad Hoc Committees of the Whole — one to review City Council rules and another to focus on Budget and Finance. Several fiscal orders were brought forward for first reading and were unanimously referred to the Budget & Finance Subcommittee for further review, including 2024-026 (an order to appropriate $310,396.12 from Free Cash for Amesbury Public Schools collective bargaining settlements), 2024-027 (an order to appropriate $106,678.15 from Free Cash for Cashman Playground), 2024-028 (an order regarding prior year invoices), and 2024-029 (a renewal agreement with ACTV). No public comments were offered during the meeting.
