The Conservation Commission opened with officer elections and then moved through several public hearings and monitoring updates focused on local wetland protections. The Commission approved two Notices of Intent: NOI 002-1325 for 66 Clinton Street (an in-law addition with proposed erosion controls) and NOI 002-1326 for 355 Main Street (renovations and landscaping in the Merrimack River riverfront area with native plantings and flood-zone considerations). A one-year extension to the Order of Conditions for 77 Macy Street (OOC 002-1259) was granted.
A contested compliance/Certificate of Compliance matter at 48 Fern Avenue (RCOC 002-0953) drew discussion: prior OOC mitigation (fencing and no-cut medallions) was not properly implemented, there are lawn-mowing impacts to a wet meadow, and an unauthorized retaining wall and plantings were noted. A motion to issue the RCOC while holding it pending fence installation was voted down 0-4. Staff advised that installing the fence and medallions and then returning to the Commission is the appropriate path. Monitoring reports and enforcement updates included Bailey’s Pond repairs, erosion-control needs at 130 Market St, and a DEP site visit planned for 14 and 12 South Hunt Rd regarding an alleged discharge to the Merrimack River.
