Other actions included unanimous positive recommendations to forward Bill 2026-118 (transfer $48,000 from Water retained earnings to cover sick‑leave/vacation buybacks for retiring water staff to preserve salary funds for hiring/promotions; DPW described licensing shortfalls and staffing challenges), Bill 2026-119 (transfer $15,000 from Budget Reserve to public health salaries to help fund a full‑time public health nurse position with additional support from regional grant funds and a technical assistance review), and Bill 2026-120 (declare four vehicles/equipment surplus — two aged DPW backhoes, a 2014 water-department Ford Focus EV with steering and battery failures, and a rusted 2008 school truck — to be sold via public bid). Each motion to forward those bills to the full council passed unanimously (6-0). The meeting closed with no public comments and the committee adjourned.
