The Technical Review Committee met to review a follow-up submission of the Construction Management and Mitigation Plan (CMMP) for 26 Friend St. Committee members discussed updates the applicant made to show delivery locations, contractor parking, limits of work, laydown area, hours of operation, and coordination with police for a sidewalk closure. Detailed technical discussion addressed utility work (reusing a sewer connection but likely upsizing the sewer to a 6-inch PVC to meet current standards given added bedrooms, and confirmation of water and fire suppression piping/calculations during building permit review). Site logistics reviewed included a temporary chain-link fence and gates, a vehicle turnaround area affecting a portion of the adjacent park, dumpster access and orientation, stockpile location (to be on pavement behind the building, not in the park), scaffolding staging, erosion control, and contractor parking restrictions.
The Committee voted to accept the CMMP for 26 Friend St. as amended with an updated exhibit (motion passed unanimously). Members noted outstanding tasks before a full building permit is issued: updated plans/exhibits, follow-up with DPW on public works questions, coordination with the Police Department and Inspections regarding police details and signage, and discussion with Chief Bailey and the Mayor about licensing/encumbrance for four parking spaces. A site preconstruction meeting was scheduled for Monday, September 8 at 1:00 pm, and staff noted the applicant may pull a demo permit and should list required local permits (trench permit, street opening, obstruction, police detail) on the CMMP. Administratively, the next TRC meeting will include review of the Rocky Hill project and National Grid items.
