** Revised** Historical Commission Meeting
Historic Commission will consider a demolition permit determination for 20 Pearl Street and review historic eligibility and a preservation restriction recommendation for 201 Elm Street. The board will also review a pending HPSP application for 38-40 Prospect Street and provide an initial advisory opinion on the 276 Main Street 40B comprehensive permit.
The commission reviewed several property-specific preservation and permitting matters. A demolition application for 20 Pearl St was considered and the commission voted unanimously to find the structure not historically significant after noting prior renovations removed original materials. Representatives for 201 Elm St presented revised restoration plans — including exposing original timber framing, replacing siding and windows in-kind, rebuilding/repairing the entry and chimney, and adding a detached garage facing Elm St — and the commission conditionally endorsed the draft application pending revisions to include details on a property barrier/fence, a historically appropriate storm door, garage door specifications, and a requirement that two additional Monroe St buildings use complementary materials to the original house.
The commission also reviewed a draft preservation restriction for 201 Elm St and voted to endorse the restriction only after the draft is revised to correct the property's description and conform to the established template. A presentation for 38-40 Prospect St described proposals to convert attic space with dormers, rebuild porches, and use historically appropriate windows and surface materials; the commission indicated support for pursuing a historic-preservation special permit subject to planning-board review. Members received an update on CPC funding timelines and discussed providing advisory comments on a 40B-related proposal at 276 Main St; no formal AHC vote was recorded on 276 Main St during this meeting.
