The Ordinance & Administration Subcommittee met virtually and considered Order 2025-039, an order authorizing a Memorandum of Understanding (MOU) between the Merrimack Valley Regional Transit Authority (MVRTA) and the City's Council on Aging for the use of an accessible vehicle to provide transportation services for seniors. Attorney Bethany Raffa recommended a set of specific edits to the draft MOU: make consistent use of the shortened name 'MeVa' in several locations where 'RTA' is used, and replace Section VI (Termination) with clarified language specifying (1) either party may terminate for lack of funding or need with 30 days' written notice and (2) the Authority may suspend or terminate without prior notice for safety, patron treatment, or vehicle abuse as determined in MeVa's sole discretion. No public comment was received.
Following discussion of the suggested edits, Councilor Rinaldi moved to send 2025-039 back to the City Council with a positive recommendation to include the three discussed changes; Councilor Gilday seconded and the motion passed 2-0. The meeting concluded shortly thereafter.
