TRC reviewed the redevelopment proposal at 80 Haverhill Rd (historic special permit to renovate the farmhouse and rebuild a barn to create 8 units) and a preconstruction plan for 39-41 Hillside Dr (demolition and replacement with mixed-use building containing 8 residential units over two retail spaces). The Rocky Hill Environmental Impact Report was placed on the Jan 8 TRC agenda and a refiled solar farm plan was referred to the Planning Board with a likely public hearing on Feb 10, 2025.
The Technical Review Committee met to discuss two development applications and several project coordination items. For 80 Haverhill Rd the applicant seeks a Historic Preservation Special Permit to renovate an existing farmhouse, reconstruct a rear barn, and create eight residential units; the proposal includes 8 indoor and 9 outdoor parking spaces, new retaining wall, building sprinklers, and multiple stormwater measures (front catch basins/treatment units and a larger subsurface infiltration system at the rear). Committee members and project engineers discussed utilities (domestic and fire water and sewer to be tied to the Haverhill Rd main), whether to provide individual sewer tie-ins for each unit (staff concern about blockages and billing versus developer preference for a single main tie-in), electrical and gas service options, driveway edging (vertical granite curbing with tip downs), landscaping/screening, snow storage and condo covenants for removal, fire access (no-parking fire lane on the rear section and fire connection location), and the need for MassDOT access/driveway/street-opening permits and a Condition Monitoring and Mitigation Plan (CMMP)/preconstruction meeting. Stantec is reviewing the stormwater submission and DPW/fire will need to review site and safety plans; some items (sewer tie-ins, dumpster/trash/striping, fire control room location) will be resolved offline or at later submittals.
The committee also held a preconstruction coordination session for 39-41 Hillside Dr, a redevelopment of a former gas station/boat storage site that will demolish existing structures and construct a mixed-use building with 8 residential units over two retail spaces, 31 surface parking spaces plus 6 spaces under the building. The team described stormwater systems, a drainage report, soil testing, and plans to replace a forced sewer main down Allen Clair Rd (2-inch PVC) with the developer connecting to it and DPW reviewing tie‑in details; members discussed construction logistics including stabilized construction entrance, trailer/storage, stockpile/dumpster/porta-potty locations, erosion control, lighting, landscaping buffers, and coordination with MassDOT and National Grid for curb and sidewalk work. The committee requested a CMMP/utilization plan and construction schedule (including deliveries and possible police detail because of proximity to the 110/150 intersection), noted the need for demo-day fire details, and asked the team to return for a preconstruction meeting. In general communications the TRC noted a refiled solar facility plan has been referred to the Planning Board for site plan and special permit review (likely public hearing Feb 10, 2025) and that the Rocky Hill Environmental Impact Report will be placed on the TRC agenda for Jan 8, 2025 (comment period closes Jan 10). The meeting approved prior minutes and then adjourned.
