Ordinance and Administration Committee Meeting
Subcommittee voted to forward Ordinance 2024-065 (extend R-40 zoning along Haverhill Road) and Ordinance 2024-066 (amend Amesbury Gateway Village Smart Growth Overlay District regulations and map) to the full City Council with positive recommendations.
The Ordinance & Administration Subcommittee met on June 17, 2024 to review two zoning-related proposals. Director of Planning Nipun Jain presented both items. The first (2024-065) would extend the R-40 zoning district along Haverhill Road; Mr. Jain said the request was initiated by a property owner, the process took about two months, and that updates to regional overlay maps are handled by the Merrimack Valley Planning Commission. The Planning Board recommendation was read into the record. The subcommittee voted unanimously to return 2024-065 to the full City Council with a positive recommendation and the Planning Board’s recommendation.
The second item (2024-066) would amend the Amesbury Gateway Village Smart Growth Overlay District (AGV-SGOD) ordinance and overlay map. Discussion included a substantive exchange between Attorney Leonard Johnson and Mr. Jain about building height and design regulations, confirmation that numeric changes shown in presentation materials were reflected in the proposal, and that the amendment would contribute toward qualifying the city under MBTA zoning regulations. The Planning Board recommendation was also read into the record. The subcommittee voted unanimously to return 2024-066 to the full City Council with a positive recommendation and the Planning Board’s recommendation. There was no public comment during the meeting.
