Ordinance and Administration Committee Meeting
Subcommittee voted to fold changes from ordinances 2024-016, 2024-017, and 2024-022 into omnibus rules order 2024-002, returned 2024-018, 2024-020, and 2024-021 to the full City Council with negative recommendations, and moved a Dangerous Dog hearing provision from 2024-019 into 2024-002.
The Ordinance & Administration Subcommittee met to consider a package of proposed amendments to the City Council Rules. Members focused on consolidating numerous rule changes into a single omnibus order (2024-002). The committee voted to incorporate the substance of 2024-016, 2024-017, and 2024-022 into 2024-002 (each motion passed unanimously) and to add a cross-reference to Rule 2B under Rule 11B. The subcommittee also approved typographical and formatting corrections to the table of contents and a specific fix in Addendum M.
Several proposed standalone rule changes were returned to the full City Council with negative recommendations: 2024-018 (Rule 5E Order of Business) was not incorporated and was returned negatively; 2024-020 (proposed Rule 5J on attendance for public/adjudicatory hearings) was deemed legally problematic under the Mullen Rule and returned negatively; and 2024-021 (Rule 5I on Remote Participation) was returned negatively citing Open Meeting Law constraints and lack of hybrid-technology. For 2024-019 (meeting schedule/dangerous-dog hearings), the committee moved a narrowly tailored amendment to place Dangerous Dog Hearings under Rule 5A (separate special meetings), incorporated just that language into 2024-002, and returned the remainder of 2024-019 with a negative recommendation. There were no public comments during the meeting.
