Planning Board
The Planning Board approved partial bond releases for Bartlett/Rosedale, Point Shore Drive, and Maple St.; the Board also continued the preapplication for 12 S Hunt Rd. to the February 12, 2024 meeting.
The Planning Board met remotely on January 22, 2024. The meeting included review and action on several administrative project items, notably bond releases for completed or near-complete developments, a preapplication continuation, and authorization of staff expenditures. Board members approved release of erosion-control bonds in full for Bartlett/Rosedale, Point Shore Drive, and Maple St., and approved substantial reductions of the associated performance bonds while retaining modest holdbacks to ensure outstanding items (landscaping, plaques, fences, granite steps, and recording of street-acceptance documents) are completed.
Discussion focused on staff recommendations for holdback amounts and outstanding items to be completed before full bond release. For Bartlett/Rosedale staff recommended retaining $15,000 of the performance bond to allow vegetation to be observed over a winter and to ensure fences and public-access legal documents are finalized. For Point Shore Drive the board followed DPW’s request to retain $6,000 until street-acceptance paperwork is recorded and released $7,987 of the performance bond. For Maple St. the board retained $15,000 to cover a historic plaque, split-rail fence installation, and granite steps; members discussed whether larger holdbacks would be appropriate and timing incentives to encourage earlier installation. A preapplication for 12 S Hunt Rd. was continued to the February 12, 2024 meeting. No public comments on specific projects were recorded in the minutes. The board also handled routine administrative business including invoice and certification payments and scheduling of minute reviews.
