This ordinance authorizes the Mayor to accept and expend a FY25 Complete Streets Funding Program grant from the Massachusetts Department of Transportation in the amount of $401,654.70. The funds will support safety-focused street improvements: (1) reconstructing the deteriorated sidewalk along the west side of Highland Street (from Haverhill Road to Winkley Street) with a 5-foot sidewalk, granite curbing, crosswalks across Winkley Street and the Walgreens driveway, and ADA ramps; and (2) realigning the South Hampton Road intersection with Market Street and Pine Street to create a T-intersection, including curb extensions and a new 5.5-foot sidewalk along Market Street (west side) from the existing sidewalk terminus to the intersection, plus connection to the existing sidewalk south of South Hampton Road. Design costs will be funded through Chapter 90 funds, and construction costs will be paid by MassDOT through reimbursement of approved costs. Construction must be completed by December 31, 2026. The City will enter into a contract with MassDOT to implement the approved work.
