Community Preservation Committee Meeting
Members reviewed the draft Community Preservation Plan and proposed a public engagement session (proposed Sept. 9) to solicit public feedback, with requested edits to terminology, representative listings, images, and housing data.
The committee opened with roll call and handled routine administrative business, including approval of the July 22, 2026 minutes (vote 7-0-1) and a vote directing the City Council to allocate $1,750 from the CPC administrative account to pay the Community Preservation Coalition FY27 membership dues (approved 8-0). Staff liaison Howard Snyder provided an overview of next steps for completing the Community Preservation Plan and the process for public engagement; Howard left the meeting at 6:15 PM.
The bulk of the meeting was a line-by-line discussion of the draft Community Preservation Plan and how to prepare it for a public engagement session. Committee members suggested specific edits and clarifications: use precise nonprofit/501(c)(3) terminology in the historic preservation section; correct Joel Nice's listing from at-large to Planning Board representative; resize and diversify plan images (avoid repetitive photos of a single program); consider using the sidebar quote format in other sections; amend the needs section to explicitly include the town park (disc golf and other features); confirm that the community housing section contains up-to-date SHI numbers; clarify language on page 11 to specify “for qualified” city employees; and verify whether a listed item (item six) is eligible for CPA funding under statute. The committee agreed these edits would be incorporated into the draft to be presented at the public hearing.
Members discussed public outreach logistics: a public engagement meeting was proposed for September 9 (staff to check availability and notice requirements), the draft plan should be made available in advance via a link, and the session would run about an hour with a 10-minute committee overview followed by public comment. The group also agreed to accept written feedback before or during the engagement session so it can be incorporated into the draft. The next regularly scheduled meeting is September 23, 2026; the CPC will announce the confirmed next meeting date.
