Community Preservation Committee Meeting
The committee adopted the language presented in the current draft of the Community Preservation Plan (Passed 4-2-1) and decided the eligibility form will be 'highly recommended'; a public hearing on the plan will be scheduled at a later date.
The Community Preservation Committee spent the meeting reviewing the draft Community Preservation Plan and associated forms. Members discussed the plan’s introductory length and public-facing clarity, the criteria and sourcing of images, clarification of prevailing wage language and links to Community Preservation Coalition guidance, empty and redundant appendices (notably Appendix B and duplicated historic-resources language), and how disbursement mechanisms and timelines should be communicated to applicants. Staff (Howard Snyder) will enter the content into a draft template, add provided housing documents and images, and incorporate links and hard-copy availability through OpenGov.
The committee voted to adopt the language presented in the current draft of the Community Preservation Plan (motion passed 4-2-1). Other decisions reached by consensus included making the eligibility form 'highly recommended' rather than required, using a rolling application presentation process where application order determines which meeting applicants present at (with time limits for presentation/Q&A), consolidating redundant appendix material, and adding a table of contents and page numbers to the final draft. A public hearing on the plan will be scheduled later to allow for proper notification and advertisement. No budget appropriations, ordinance readings, or appointments were acted on at this meeting.
