Community Preservation Committee Meeting

The committee reviewed draft sections of the Community Preservation Plan, focusing on the application process and evaluation criteria. Members discussed keeping the current timetable table (with flexibility for future years), fixing typos, how applications will be organized by funding "buckets," site-visit procedures, third‑party commitments and contracting expectations, and whether departmental letters of support should be required at step 1. There was also discussion about clarifying cost‑benefit explanations in lay terms and improving formatting (tables or subheaders) for readability.

The committee debated evaluation criteria revisions for open space, recreation, historical resources, and community housing. Suggestions included preferring publicly owned, accessible open space over private land; expanding recreation language to "all ages, genders, and abilities"; giving preference to projects recommended by the historic commission and funding historic research/HABS/HAER updates; and adding language to promote affordable housing for low and very low-to-moderate income households. The only formal vote on plan language amended the Community Housing section: members voted 4-3 to delete the bullet that would have given priority to local residents, city employees, and local business employees. No public comments were recorded during the meeting. The committee set a next meeting date of July 22, 2026.
