The Technical Review Committee held an informal public meeting focused on a proposed 40B build-to-rent residential development at 27 Kimball Road. Marcus Partners presented a conceptual site plan for a cottage-style neighborhood (public attendees referenced about 95 units) and described unit mix, site layout, a central park, and design intent. The applicant said engineering and traffic work are in preliminary stages; they have engaged a traffic engineer and will pursue wetland delineation (ANRAD) and an NOI as the process continues. Committee staff explained the TRC’s advisory role to land-use boards and outlined the 40B state review path; staff said they would compile department and public comments and submit a letter to MassHousing within the state comment deadline.
Committee and staff raised technical concerns including fire department water capacity and flow (Chief Serino requested engineering confirmation and third-party review of fire protection), site contours, ADA compliance for sidewalks, and sewer/service connections. Conservation staff noted two wetlands on site and that the isolated wetland could be subject to filling under the 40B statute; the applicant confirmed the ANRAD delineation and said replication would be considered during the NOI process. Police comments highlighted safety issues on Kimball Road, sight-line and pedestrian access concerns, and the need for traffic analysis and potential mitigation. Residents voiced strong concerns about traffic and safety on the narrow, curving Kimball Road, single-site access and emergency response, potential impacts to groundwater and nearby water resources, loss of privacy and property value for abutters, wetland and wildlife impacts, and affordability of the proposed rental rates. The applicant acknowledged the concerns, committed to further studies and outreach (including contacting an abutter about drainage), and said they will continue to refine the design and engineering prior to any formal local filing. No substantive votes on the project were taken during the meeting.
