Continued the National Grid temporary power station proposal for 0 & 14 Mill St to the November meeting for peer-review selection and review of revised stormwater/geotechnical materials.
The Conservation Commission held a special hearing with two main items: a continued Notice of Intent for a Main Street project and a continued review of National Grid’s temporary power station (0 & 14 Mill St). The commission approved the Main Street NOI unanimously, adding a specific condition that work be completed in the dry according to the applicant’s submitted work plan and incorporating the measures described in the supplemental project narrative (October 15). Commissioners noted NHESP input had been considered and expressed support for accommodating timely, compliant applicant responses through special hearings when needed.
The National Grid application was continued to the November meeting to allow time for peer-review proposals and for the applicant to submit revised plans and a full stormwater management report. National Grid staff reported they received a DEP tracking number and no DEP comments on the NOI; engineering staff reported ongoing geotechnical concerns, including soil voiding and subsidence near a lower retaining wall adjacent to the Pow Wow River, and monthly monitoring since May 2022. The commission’s staff reported outreach to peer-review firms but no contract quotes yet; commissioners and staff named potential peer reviewers (including TEC Engineering Corp and Lucas Environmental) and agreed the stormwater review will be necessary. There were no substantive public comments recorded during this meeting.
