Community Preservation Committee Meeting
Historic Commission presented to the Community Preservation Committee on updating Amesbury’s 1999 Preservation Plan, use of CPA funds for historic preservation activities, and tools such as the demolition-delay bylaw and the Historic Preservation Special Permit (examples cited: Elm Street/Monroe, 20 Maple St, 15 Sparhawk; potential work on Oakland Street mill buildings). Committee set the next CPC meeting for October 25 to meet with the Amesbury Housing Authority.
The Community Preservation Committee met to continue development of the Community Preservation Plan, focusing on a presentation by the Historic Commission. The Historic Commission emphasized the cultural and educational value of preserving Amesbury’s architectural resources—citing local inventories (Victorian and Queen Anne stock), regional examples, and tangible sites such as the Rocky Hill Meeting House and Lowell’s Boat Shop. Commissioners reviewed the Historic Commission’s roles and tools, including the 18‑month demolition‑delay bylaw, the Historic Preservation Special Permit (with incentives and waivers and examples like Elm Street/Monroe, 20 Maple St, and 15 Sparhawk), liaison work with the Design Review Committee, and the need to update the city’s 1999 Preservation Plan and expand MACRIS records.
Committee members and staff discussed funding constraints and outreach needs. Questions covered how the Historic Commission currently obtains funding, whether CPA funding could have changed past outcomes (notably the Mills Village School), and options such as preservation restrictions or façade easements to assist owners; the commission noted limited staffing and the likely need to hire outside consultants for surveys and plan updates. The Historic Commission also raised interest in a broader preservation purview that includes historic landscapes and significant trees (Kendick’s Court and Bachelder Park were mentioned). Staff noted coordination with pending development for potential applicability of the HPSP. The meeting approved the July 16, 2025 minutes (7–0) and scheduled the next CPC meeting for October 25, 2025; it adjourned at 6:58 p.m.
