Approved roof snow-fence installation at 15 Sparhawk St; Commission agreed to provide a revised letter of support for 45 Main St (Fuller Building) state tax-credit application; determined 38–44 Prospect St historically eligible for a Historic Preservation Special Permit and adopted new two-week submission deadlines for applications.
The Amesbury Historical Commission met on August 7, 2025, and handled several property-specific preservation items and internal procedure changes. The Commission approved a renovation to add three-rail stainless steel snow fencing at 15 Sparhawk Street (preservation-restricted) to prevent dangerous snow slides. Members also agreed to provide a revised letter of support for the Fuller Building at 45 Main Street for a state historic tax-credit application; the chair will sign the revised letter.
A determination of historical eligibility was made for 38–44 Prospect Street (MACRIS entries AME 544 and AME 545) to enable a Historic Preservation Special Permit application. Discussion on that application covered proposed dormers, window treatments (mixed restoration and new clad Marvin Elevate windows), restoration of stained-glass elements, removal/infill of rear awning windows, and whether existing chimneys should be retained or replaced with faux chimneys to accommodate new dormers. The Commission also adopted a procedural change requiring all application materials be submitted at least two weeks before meetings so commissioners have adequate time for review. A proposed revision to the bylaw definition of “demolition” (Article 40.2) was discussed but tabled for future consideration due to concerns about the proposed 25% threshold and how additions would be calculated.
