Councilors asked clarifying questions about abutter notice requirements and past practice. After discussion, Councilor Redfern moved to return 2025-081 to the City Council with a positive recommendation; the motion was seconded by Councilor Frederique and passed 2-1, with Councilor Stanganelli opposed.
