Saginor reviewed revenue sources (projected 1% property surcharge for Amesbury of $400,000–$500,000 and state matching funds), the mechanics and timing of the state match (distributed each November), the importance of tracking interest on deposited funds, and the effect of declining deed-fee revenue on match percentages.
