Open Space, Natural Resources, and Trails Committee Meeting

The committee met to review ongoing and proposed open-space projects and to respond to recent communications. Members discussed a recommendation to change mowing practices at Woodsom Farm to promote grassland birds and to move fireworks from July 4 to a later date; the Mayor and DPW responded that there is no plan to change the mowing schedule or move the fireworks. The City also requested a summary of costs and deliverables for ARPA funds; the chair agreed to develop and send that summary to the Mayor’s Office.

Project updates included the Town Forest trail reblazing initiative: a Lake Gardner Improvement Association/Amesbury Trails working group is drafting a plan to mark primary outer-loop trails and signage for submission to the Conservation Commission (target April 2025). A related item noted outreach to the owner of an adjacent parcel at 74 Kimball Road to seek temporary permission to route part of a proposed loop. Members also discussed interest in organized invasive-plant removal, particularly in the Powow Hill Conservation Area, and the need for a clear process with the City and Conservation Commission; the Conservation Agent agreed to consider how volunteer removal efforts could be permitted and organized. The committee voted (5 yes, 1 abstention) to provide a letter of support to the City for purchase and improvement of 128 Kimball Road to protect drinking water and support passive recreation; the chair will send the letter to the City. Public comment period had no speakers.
