Review of the Meadowbrook Solar Project application for site plan approval and a special permit.
The Technical Review Committee reviewed the Meadowbrook Solar Project site plan and special permit application presented by the applicant team (Weston & Sampson). The presentation described a proposed 42-acre limit of work for a solar array with three equipment pads, chain-link enclosure, a central gravel driveway with turnarounds sized for fire apparatus, four stormwater infiltration basins, pretreatment features, and a mix of overhead and underground electrical distribution. Committee members focused discussion on access routing and ownership, stormwater design and buffer impacts, soils and test-pit coverage across the large disturbance area, delineation of wetlands and vernal-pool potential, and the siting/visibility of battery storage pads.
Committee members and staff raised numerous technical concerns: clarification of construction and permanent access points (including the cart path/airstrip interface, Birchmeadow Road status as an unaccepted street, and easement needs), limiting and better defining the limit of work for access drives, moving stormwater basins out of the 400-foot water-resource buffer if feasible, providing additional soil/infiltration data across the array footprint, delineating trees and stump-handling/stockpiling plans, ecological assessment of the 40+ acre clearing, and visual and glare mitigation for abutting residences. Fire-safety concerns for battery storage prompted a planned peer review; applicants were told TRC staff will circulate formal comments in advance of the Planning Board hearing (scheduled for February 10, 2025) and that the application will likely return to TRC after peer review. No substantive votes or final decisions on the project were recorded at this meeting.
