Technical Review Committee

The Technical Review Committee meeting focused on an update from the applicants for the marina redevelopment at 2 Merrimac St and 13 Merrimac St. Applicants reported revisions to the site plan (now showing 99 parking spaces, including two added in front of the existing blue barn), initiation of barn renovations, design of a retaining wall/fence/curbing along the Merrimac St. grass buffer, cleanup of stormwater items, and a commitment to install a crosswalk at Merrimac St. The landscape plan was clarified with plant types and locations, and the applicants said they will maintain plantings and the boat ramp; they noted planting in the public right-of-way remains a TRC decision and that the City’s risk management rules must be consulted for private maintenance in the ROW. The applicants provided flow test results after the prior meeting and reported that Stantec had reviewed the submission and that the applicant has responded to Stantec’s comments.

Committee members and members of the public raised operational and construction concerns: need to preserve sightlines in the right-of-way (a 350-foot sightline standard was noted), coordination of emergency access during construction, staging and sequencing to minimize on-street parking by construction vehicles, and whether overflow parking would be limited to marina patrons and staff (applicants indicated no restaurant use next year and that overflow could use the 13 Merrimac lot). The applicants outlined a 12–16 month construction schedule, aiming for town approval in September, with phased work this fall to complete much of the 13 Merrimac St. lot and utilities so docks and the new marina building could be ready for a May 2026 opening; they said they will coordinate with police for any road or sidewalk infringements and post contact information for neighbors. The meeting also included a brief personnel note introducing Alison McKay as the new Conservation Agent, and the meeting was adjourned at 10:00 am.
