Technical Review Committee
The Technical Review Committee revised the municipal outdoor dining application and process: plans must include fire department connections and hours of operation, applicants must obtain TRC technical/layout approval plus separate Liquor License Commission approval to serve alcohol, and no application fee will be charged initially.
The meeting focused on updating the City’s outdoor dining process for use of municipal property. Staff reported an updated application that adds detailed submission requirements and an example plan; the Committee discussed jurisdictional roles, inspection responsibilities, and logistics such as jersey barriers. The Fire Department’s authority was emphasized: propane storage requires Fire Department approval regardless of volume and fire department connections should be shown on plans. Committee staff will update the application to require hours of operation and to clarify that applicants will be invited to TRC meetings as part of the review.
Committee members agreed the approval process will involve two separate approvals: a technical/layout review from the Technical Review Committee and, when applicable, a Liquor License Commission approval for alcohol service; TRC-only approval allows outdoor dining without alcohol. The Committee intends to issue a confirmation letter for TRC approvals and will not attach an application fee initially. There was discussion about the outdoor dining season, with a recommendation to run from May 1 through the Monday after Thanksgiving (other end-date options were discussed), and concerns were raised about preserving downtown parking and distinguishing municipal vs. private outdoor dining jurisdiction. A Chamber of Commerce representative asked about fees and a local brewery representative commented on use of the amphitheater; both issues were addressed in the discussion.
