The Amesbury City Council held its organizational meeting and conducted leadership elections and procedural business. After nominations and candidate remarks, Councilor Scott Mandeville was elected City Council President in a 5-4 roll call vote; Councilor Pamela Gilday was elected Vice President unanimously (9-0).
Council also addressed internal procedures and scheduling. The Council voted (8-1) to accept the Amesbury City Council Thirteenth Session Rules and Procedures and refer them to the Ordinance and Administration Subcommittee for review (2024-002). Members debated the proposed 2024 meeting calendar—expressing concern about cancelling both July and August and noting the president's authority to cancel a month—and adopted the schedule as amended (main motion passed 8-1). Two amendments were approved: moving the January 23, 2024 meeting to January 30, 2024 (passed 8-1) and setting the agenda close date to January 22, 2024 (passed unanimously 9-0). No public comments were recorded; discussion was among councilors on leadership, rules, and scheduling.
