Technical Review Committee
TRC recommended approval of outdoor dining permits for Silvaticus at 9 Water St. (adding two tables) and Market Square Bakehouse at 5 Market Square (expanding into the lower bullnose, ~340 sq ft).
The Technical Review Committee reviewed two outdoor dining permit applications for downtown restaurants. Silvaticus at 9 Water St. requested to occupy two parking spaces plus the space in front of the driveway and add two additional tables (capacity +8); the applicant confirmed no tables will be placed on the sidewalk and that the food truck space will be used without enclosing barriers (landlord-approved). The committee discussed the new ordinance fee applicability to enclosed areas, asked DPW to confirm the number of jersey barriers (historically nine), and noted the applicant's preference to reuse previously painted white barriers. The committee voted unanimously to recommend approval.
The committee also considered Market Square Bakehouse's request at 5 Market Square to expand into the lower bullnose area, adding two tables and occupying roughly 340 square feet while maintaining pedestrian circulation; the applicant will provide corral barriers. A question was raised about accommodating late outdoor dining applications, and staff indicated late files could be accommodated but with potentially reduced setup assistance. Administrative items including address and departmental comment processes were deferred until more TRC members are present. The meeting concluded following unanimous votes on the permit recommendations.
